Should Canada focus on cultivating new economic partnerships with emerging powers such as China, India, Mexico and Brazil?

Hmm. Economic interests and security interests are difficult to separate, which is why it makes sense for Canada's major trading partners to be the United States, Western Europe, and Japan. Following this reasoning, it would make sense to try to develop trade with Mexico and Brazil (although they may be more interested in trade with the US). India, perhaps -- there's the Commonwealth tie.

China's increasing economic weight means that Canada will necessarily do business with China, but I would suggest that we should try to maintain a reasonable distance. It's hard to see how Canada could have a close, friendly relationship with what's still a one-party dictatorship.
