Question 6: Security

Should Canada do more to address conditions giving rise to conflict and insecurity beyond our borders? If so, where?

Answer:
If Canada is to be true to its fundamental values, to the UN Charter, The UN Declaration of Human Rights and the more recent International Commission on Intervention and State Sovereignty, it must have and be seen to have and be willing to commit to the prevention, intervention and resolution of the conditions tha lead to oppression, frustration and ultimately terrorism. This may not be strictly military, but military capabilities in lift and logisitcs can be effectively supportive.

The question of where also depends on 'how'. If alone, Canada will have to be very selective - Haiti, other West Indies states, for example, may be appropriate. A solo mission on the other side of the world with extended lines of supply and communication would court disaster at worst, limit potential success at best.

A comprehensive strategic intelligence capability must be developed and maintained so that the choices, when necessary, will be based on high quality information and understanding.
