Question 2: The 1995 Policy Review and Since

Amid recent global changes, should Canada continue to endorse a balanced ‘three pillar’ approach to its foreign policy objectives, or should the current balance be adjusted?

Answer:
It would appear that the first pillar, protection of our security within a stable global framework, is in danger of being used to erode civil liberties and to discourage immigrants and refugees in the wake of the US reaction to the events of 11 September 2001. Promotion of a stable global framework is important, but that entails fostering institutions which can act as buffers and foils to the emergent imperial United States of America.
