What are the best means for Canada to make its culture and experience known abroad?

Answer:
The hallmarks of our Canadian presence on this Continent are, peace, order, democratic government and concern and support for the less fortunate in our society. These values can be strengthened and promoted through practical help to those in need.

We should be prepared to send aid, whether basic food aid or experience and capability in health care, telecommunications or law, whenever it is requested from a country in need. Practical help especially when it involves Canadian personnel, automatically exports our values and culture. The Canadian flag is one of the most recognizable icons in the world and should be promoted as a symbol of peace and cultural and religioous freedom. Educational programs whether conducted abroad or on an exchange basis with an underdeveloped nation is an ideal tool for promoting our culture and experience. Two programs which come to mind as being successful in this regard were C.U.S.O and C.E.S.O.
