Answer:
It is imperative that Canada regard drug addiction as a health issue, and that we pursue harm reduction as the appropriate policy for treating that illness. Our courts may be filled with cases of drug-related crimes, but to
bow to American pressure to continue with their counter-productive "war on drugs" will do little but make us the second country (after the U.S.) to have the highest per capita number of citizens in jail.
