Answer:
Canada should actively seek out the over-looked such as Madagascar and the former Portuguese colonies in addressing issues that give rise to conflict and insecurity.
The principle of developing alternates to US or big power intervention must be adhered to while monitoring the role that international corporations play in creating insecurity through their activities.
